I have looked through the forums for a couple of days and couldn't find much information about my current issue. The vehicle's check engine light is on and the only stored code is P0089. The additional information given says this code is being thrown due to one of the following reasons:
-Fuel Pressure solenoid harness is open or shorted.
-Fuel pressure solenoid electrical circuit poor connection.
-Faulty fuel pressure solenoid.
-Fault Engine Control Module (ECM).
I have a digital multimeter and an OBDII scanner.
What I mostly need help with is testing the each of the previously specified reasons and make sure the problem is actually identified and fixed. I have already tried using the multimeter to test the sensor connection, but I never got a reading. Currently, I think that is because of inexperience. Any help would be appreciated. Please ask any additional questions you may have and I will try to be quick to answer.

I rarely have much luck with a multimeter, I'm electricity illiterate.
A test light works for me.
Get one thats computer safe to prevent backfeeding high voltage to the ecm.
I don't know how that sensor works , it might only energize when fuel is up to full pressure.
it might also be the PEM module.
