98 v70: Horn and rear windows are kicking my butt!

#1 My horn quit working at some point. I tried a different horn. Didn't work. Replaced clockspring. Didn't work. Stupid me forgot to check fuse first. Of course that was blown. So it worked again. Redid the factory wiring to accept factory, afm, or both horns. Still worked good. Even worked yesterday. But I tried today and it didn't work. Kept trying. Checked fuse; it's good. What could be causing this?
#2 The rear windows won't go down. Front windows go down very slowly. I tried a new master window switch. Of course rear windows still don't go down. The battery is good. I can start the car just fine. Few days ago the lights inside would slightly dim when pressing the window switch; now the lights don't dim. Funny thing i cant find the window fuse among those 36 fuses. Where is it? What could be causing this?
