Is it a common thing these days for dealers to refuse to give estimates/quotes?

I have been trying for months to get written (email) contact from any Denver area volvo dealer. I need an inflator recall done, and I need a written quote or tcm software, placing tcm in adaptation mode, replacing some sway bar links and maybe other stuff that a dealer can help with. I have NEVER received any contact except from the chat agent promising to forward my request. They are most likely avoiding the legally-required written estimate. Of course, if the POS was actually driveable, I would just go there, wasting a trip and time for things that are in their standard times operations lists.....They don't want to be involved in servicing their disposable cars; they only want to sell more of them. They won't even confirm availability of the recalled inflator. I am considering paying an indy. Maybe I can threaten them for failing to take the inflator recall seriously and dragging this on forever. Web search suggests the inflators are now readily available. Probably only safe thing to do is make them eat the recall and not give them any other work.

Airbag is very easy to do. Just schedule an appointment. It is free of charge, of course.

TCM adaptation you can do yourself with, eh, "community edition" of VIDA and DiCE (knock-off or even real one, they are cheaper now) or any other J2534-compatible scanners with dual CAN-bus support, like Mongoose JLR. If you are handy with electronics, you can solder a cheap Arduino solution and send just one CAN command yourself. I, for example, can put transmission in adaptation mode any moment without dealer or even VIDA/DiCE ;)

Also complaining in 2023 that 2001 car is disposable makes very little sense ;) At least the Swedes used sheet metal enough for two if not three modern full-size SUVs. Paint is top, rust protection is top. It all ages of course, but the core of this car was designed and built very well.

I've been working through some electrical gremlins of late with my indy shop.
But anyway when Xemodex mentioned that I may have to take it to the VoVo dealer for a software reload my indy tech told me how it the dealer works in my area.
He was saying that local dealer wants $2800 deposit for any electrical work now before they take your old p2 into the dealer shop!

I declined to verify but what I understand is the deposit is in case you faint or decide to walk when you see the final bill and refuse to pay.

I had my XC70 and P80 at our local dealer last year and earlier this year. No mention of any of this and they worked on my P80 CEM that was malfunctioning. Again neither of the local dealers have had an issue with quotes. The bigger issue is the quality of most of the service advisors who don't know how to use their systems. The long term guys are no issue.

My local dealer went out of business a few years ago ;) We have a few more left around, it is Boston anyways and it is full of Volvos, but quite a few of them did close in the past decade.
