I've seen some thread but I have yet to see any instruction to make a tool to pull the cam cover back down, I see in the hanes book something about using an old spark pulled but I can see how they made the tool.

I'm doing the head gastket and getting stuff to put it back together

I don't mind buying the tool but I can't find one

any body know how to make one or where to but one " and what do they call it"

There may be some Volvo "999" tool (999 is the prefix for all of the shop tools) to get the job done but it will kill you on price. You can do the spark plug threaded tool or just get some long bolts and start to draw it down and then put in the original bolts one at a time.

Once all of the original bolts are in torque it to spec.

You obviously need to roll on the liquid gasket stuff.
