ETM signal voltage worries

Hello all, New here and not enjoying the Volvo owner experience yet....
bought a 2002 V70 Non turbo base model wagon. drove home fine. 2 days later in traffic it lost its mind. (throttle stuck open)
got reman ETM and sent it and the car to reputable foreign car repair shop in town. They reprogrammed the new ETM. The car still idles like crap. the transmission shift points are all over the board. There are no codes in the ecm. any ideas? HELP!
The white signal wire from ecm to etm which im told should be near 5v is 2.8. There is no "absolute throttle position" on scan tool. I have ohmed all the wires at the etm connector and they check out good. Swapped a known good ecm and voltage readings are similar across the board.
