98 v70: fail to start when cold

So another update. It cranks and starts most times unless it sits for a while in the cold. So last night I tried to start it 5 times and it cranked for about 1 second or less (literally, not figuratively) each time and cut off. Battery charger showed 12.6v and 96% last night before attempting to start again immediately. It started up no issue. Anytime I hook up the charger (wall outlet power only, its not a battery bank), I can start it immediately. Would this be a starter issue?

Can you connect a voltmeter to the starter to watch voltage while you try to start? Do this without the battery charger connected.

Not sure when Ill do this. Will be a few days. Got tomorrow and thurs, then friday morn to get through. Hopefully getting a good complete dashboard from LKQ in Tulsa on Thursday.
