Hi, I own 3 Volvo 240 wagons , dark green 93, burgundy 92, silver 92

I kinda love Volvos
Anyways, none of them will pass smog. Here is the information I have on the burgundy 92 Volvo. I don’t understand. It runs so smooth. Like a champ! It failed twice! Would come one please tell me why? I hope it doesn’t need a new cat

I live in rural flyover country so I don't have to deal with these issues.

I am no expert, but it looks like the tester highlighted high HC and NO. I think this means Hydrocarbons and Nitrous Oxide. High hydrocarbons may indicate a rich fuel condition and high NO is often caused by high combustion temperatures.
Suggestions are check fuel pressure - low pressure may make poor spray pattern at the fuel injectors. Dirty and worn injectors can also cause rich mixture. IPD Volvo has injectors for $37. Also try Tectron fuel system cleaner.
Also clean and replace spark plugs for better combustion. I failed a Colorado emission test years ago and new plugs made it pass.

What I am about to suggest is naughty. I worked many years at a Buick dealership in Florida during the emissions testing phase. In the early days before dealers could buy their own emissions station. All used cars had to go through a state inspection station. Certain cars were known to fail so the mechanics would always disconnect the vacuum hose to brake booster to create a massive leak. This always worked for a sniffer test. If a car had failed previously which would require a load test on a dynamometer. Five gallons of 100% ethanol racing fuel would be added to the tank and the car would be driven hard to the inspection station. These days find a E85 station would likely replace the drum of ethanol racing fuel. This always worked for the load test. I left Buick in 1994 and the last year I was there we had a station. Henceforth all cars would be a new Buick actually taking the test even if the vin number was a Honda Prelude (the worst car to test) lol. June

June, I guess the prosecution limits have expired. That is quite a story.
