1992 240 Wagon hatch lighting problems

I just recently bought a 1992 240 Wagon and I noticed that the third brake light and license plates lights we're inop. Upon inspection I found that the harnesses from the body to the hatch we're cut at the hinge. So today I replaced the wiring harnesses on both sides of the hatch to hopefully fix my issue. Now the third brake light works but is on when you aren't pressing the brakes and turns off when you press them. The license plates lights still do not work. I checked all fuses and replaced the license plate light bulbs. Has anyone else ran into this issue? Any ideas of what to check next?
