ok,

so my feet are getting cold.

I got the cable connector from my laptop to the obd port in the console storage.

I downloaded the test (free) version of Volvo-FCR software

I'm not getting connection from my USB port to the software

QUESTION

is there a fuse to power up the OBD port what may be blown? what number and location?

I'm concerned that my ODB port isn't working (had issues with emmsions reading machines in the past, so this makes sense)

fuse number and location, any ideas?

any way to test or fix my ODB 2 port? fuses?

all the connections look good but I can't read anything

I'm trying to think why it would not work, but as you know I am no expert in this area of the car. I will try to have a look at a wiring diagram and see if the power runs through a fuse somewhere, but it is unusual for it to be on a sole fuse and not with something else.

Most issues are usually wiring related with a broken wire or dirty connection somewhere.

I'm wondering is if someone has even played with the ECU. On the 99- cars if you swap the speedo cluster, as it stores the VIN # you cannot then talk to the ECU as it checks that the Vin# held in both places is the same to prevent people mileage swapping their cars. I'm not sure on 98 cars if that is the same.

By removing the 2 connectors under the cover below the parking brake, you could check the connector has not been on the receiving end of a cup of coffee, but then also continuity check the cables to the OBD2 socket to make sure the wiring is good at least that far and that the socket is good/undamaged.

Hopefully someone with better knowledge of these parts can chip in.

The problem is likely your cable or software. Get the 850 OBDII app and a Bluetooth dongle instead.

To verify the port has power, check for +12V on pin 16 and ground on pin 4/5

Is any other scan tool currently able to interface with the car? That would be my first question.

98 cars do not lock vins to the cluster. I swapped one with the trip computer enabled into my old car with no issues nor codes pulled on either the VOLFCR nor my scan tool. Id say you probably have an issue with the scanner itself. I had to install a few different drivers to get mine to work with a VAGKKL cable.

Edit:
didnt read the last part of the original post. Ask autozone or someone to attempt to scan the car, if it cannot connect then proceed to the fuses. No use fiddling with something we have not confirmed is broken.

I know surfbug has had issues connecting with the OBD2 before and it was at either a repair shop or test station, or both, I can't recall exactly now.

yes I will check power and ground

neil has helped with some direction of unplugging cleaning and plugging back in the connectors under the parking brake

been busy sorry for the delayed replay and thanks for all the info!

I have a bluetooth adapter (ELM 327?) that I got off AMZ a few years back - and it works just fine on my 98 v70 - as others have said, see if you can try another scan tool to confirm if its your laptop/dongle setup or if it is indeed the OBD2 port on the car. As for the car heater issue itself..I am very interested in that as it seems my blend doors are not working properly either and I am about to start digging into that issue myself.

I also use an ELM 327 el cheapo BT dongle for my '98.
