Figured out my new VIDA setup, and then figured out how to program a remote. 3 Day subscription is $70 + $71 for remote application software.
So no one needs to go searching for this like I did, here is the software P/N: 9438431
The VGLA can store up to three remotes. Mine already had three programmed (of course those are lost to time / POs) so I removed all of them and started new with just the one I have.
After a few moments of writing to the VGLA / CDM / CEM, I have a working remote! Sad to say it has to be done this way, but I hope this is good insight for others who are wishing to go through this process.

No, you don't need a company. VIDA is open to home users for diagnostics and software downloads. You'll need to make a volvotechinfo.com account. Then you'll have to wait to get the registration email from them after purchasing the subscription, then you can setup VIDA Admin and then you can start using VIDA.
Keep in mind, this process may differ if you are not from the US and you will also have to renumber your DICE unit if it is not genuine. That can be done using VDASH for $20 USD.

How do you renumber the dive unit? I have a Chinese clone unit and vdash.

To renumber the dice unit, you'll need a fresh install of VDASH (it won't offer you this feature on existing installs, it's meant to help draw in new users to VDASH) and to have your DICE plugged into both the computer and or a car or a different 12v power source via the barrel jack on the end. You'll need to make an account with VDASH with billing information, then log into the application.
On the bottom left side you will see a button to renumber DICE unit. This will attempt to add a different serial number to your DICE unit other than the standard one that all of them use and legit VIDA has blocked. It's a $19 one time fee, but then it permanently etches the serial of your DICE to appear genuine going foward to any VIDA install, cracked or legit.
Note that depending on the quality of your DICE unit, you may not be able to flash it. DO NOT UPDATE THE FIRMWARE ON THE DICE UNIT THROUGH THE OFFICIAL VIDA SUITE, IT WILL BRICK YOUR DICE PERMANENTLY.

When you guys are saying remotes are stored in the VGLA module, which one is it on -98 S/V70 ?
The alarm module that's attached to the steering column, or the module on top of the instruments (pictured) ?

The remotes never worked on my V70, but the 850 OBD II app reports two registered remotes. Wondering if I could fix it without needing the PIN

If I am reading this right it looks like I can swap my VGLA unit on top of dash from Shagg into the Kat and have a working remote?

I am waiting currently one VGLA module myself arriving hopefully soon so i can write down step by step guide for the PIN for 97-00 year models which has this VGLA module. I dont promise but i think possible the way so where no need take module out of the car..
If new remotes then need be sure is frequency murican 315mhz or 433mhz european (usual frequencies per area) if dig them out of ebay.

Right i am filling my promises finally and in couple days this is out for everyone. In video example is as far i know VGLA Alarm Box module from 1999 V70.
For me it took for this setup roughly 11 minutes dig PIN code (nothing fancy way.. no sparks and explosions). Its up to PIN code how long it will take. I did shoot where mostly they are so it wouldn't take so long but who knows for all...
