Sounds like the damper selecting cold hot air has given up. Bit surprising as there are two, for right and left.
You will have codes in the ECC control module if this is the case

Thank you for all the replies. My son's car is away with him in Northeast PA so I'm not near it.
The thermostat and new ETS are working properly. He did disconnect the battery for a while and reset the car. The fan operates properly, turning off and on as temp requires. The climate control still does not work properly. He ended up taking the car to a independent Volvo mechanic outside of Scranton. He does not have time for the car until after the 1st of the year. The mechanic thinks its a wire.
I did purchase a used climate control unit from EVV. Do you have to do anything special if we replace the control unit, like take it to the dealer for any proprietary Volvo reset?

Engine fan runs constantly when A/C is empty, even in cold weather. It also runs when ECT sensor is faulty (or its wiring).
T-stat may affect warmth in cabin, yes.
If a P.O. have used any stop leak products, it stops all the "leaks" through the cabin heat exchanger the first thing.
HVAC has 5 motorized dampers, they go bad.
