Parking brake cable rubbing on tire.
This cable was replace by a Volvo mechanic less than 2 years and 3k miles ago. Recently I started hearing a scraping/thumping sound when I was backing out of my driveway. I had a look under the car and saw this. What would cause this? Wrong part? Improper installation?

It's supposed to be held tight to the rear arm with a cable holder, but they don't hold up too well for reuse.
I've used a couple long zip ties to retain the cables on my T5.

What size are the tires on the back?

Someone broke the Torx bolt that holds the cable to the frame.

Did the mechanic use a Volvo part? If not, then this is likely a Pro-Parts Sweden or other aftermarket part. I had this issue on one of my cars as the aftermarket part had been made wrongly. The distance between the mount forward of the rear wheel and the hub was too short. In my case the wheels would not even go back on!
It should not have seized or broken like this one appears to have done. As the guys have said, this should be well away from the rear of the tire and rim and mounted to the rear trailing arm. As suggested stout Zip-ties around the trailing arm or fitting the correct plastic mount held in place by a pop-rivet. I use a small washer on the rivet to spread the load as otherwise they tend to snap quickly. You could do both!
Oh, and my car had 195/65/15 tires and Volvo rims on it!

It's probably bad aftermarket parking cables.
