Just want to observe: The Search function on this forum seems kind of lame. I think I am crafting my search to turn up what I want to learn but often get told there are no posts that match my query, or get offered ones with ONE WORD of my search, often far afield from what I am seeking.
Most recently I was looking for answers to why my '00 V70 alarm has occasionally gone off with car parked and no one around. Could not find a thing helpful.
Search function doesn't help much.

You could try your search, “V70 alarm” in quotes and see what you get.
Or go outside the forum and google “Matthews volvo site ‘V70 alarm’ ” and see if you get some hits.

You will do much better composing your issue into a paragraph with sentences and then real people can guide you on a complex issue like this. Search is great for a torque spec or a part number but diagnosing complex systems by symptom is a failed exercise

Use Google. Type your keywords followed by "site:matthewsvolvosite.com". This works much better.

abscate: I am a pretty damn articulate guy and could if I so chose explain my query to whoever happens to be listening. MAYBE that would include someone who knows an answer. But since almost every problem with these cars has probably come up before and maybe been kicked around on here, it is a perfectly reasonable approach to want to search the back catalog if you will.
I spent several years as owner of Classic 900 Saabs and was a regular user of the Saabnet website's excellent forum. Search there brought up scores of pertinent past posts that made for good reading as well as great help on any number of questions. Usually or quite often they led to exact answers to the problem. Here I often find posts that trail off into unanswered dead ends.

The 1999 and 2000 are part Canbus cars unlike the rest of the P80s platform. I * think* the alarm is on the network or parts of it are.
When you set the alarm, do you get the flash confirmation? The car takes at least 30 seconds to arm after this , maybe that process us messed up?

What tools you have like scanner?
VGLA Lock and Alarm module can be read the alarm status* with ELM327 example if its good one but i dont yet support that feature. If you have near friend with VIDA you can use that too. I wait you have P80 platform car as posted this section of forum.
If its P2 its then in CEM which i can read too in some levels but i forgot did it have that function.
* = Status I mean to read what caused the alarm going off last time as VGLA registers that always.
