thanks, it sure is quirky... i didn't see anything obvious when i looked at the wiring. i'll try to get through inspection tomorrow am and take it from there...

good news, got through inspection on the lights, bad news failed on a right tie rod...
weird news, i tested the car again at night. when the low beams are on, both the left and right side go out and come back on. when the high beams are on, only the passenger side goes out and comes back on. in both cases, high and low beams, turning the lights off and on turns them all back on, otherwise it happens on its own. i'll have to check relays and the passenger side connector. thanks again.
