09 S-80 all communication loss issues. Obd2 powered but no com all systems need service

As stated in the subject, my 2009 Volvo. S80 is unable to communicate through the O. B. Report it shows power. My battery went bad and now it's showing every. System needs service on the dashboard. I tried having a new c. E! M put in and that didn't remedy the issue. The dealership now wants to charge me. 7 grand to check wires. Does anyone have any experience with this issue? Or could someone maybe point me in the proper direction to Try and Fix This Issue Myself? I did go to school for automatic so I'm not a complete idi'm going to apologize in advance. If any of this is messed up I'm using talk to text on my phone to write this. Thank you
