I think the tool is fine compared to other tools that do the same thing. The problem of not enough pressure was caused by forgetting to remove the plastic shipping spacer wedged in the lever. The problem is that the vacuum method does not work well sometimes.

A new thought about vacuum bleeding brakes:
if you have an air leak in any part of the system you can draw IN air bubbles. If you have an open bleeder valve or leak in another wheel cylinder you can suck from that area to the wheel you are working on. All other bleeder valves should be closed and other hoses attached.
With a pressure bleed system you will force air or fluid OUT any openings. The opening will soon be shown by a fluid drip.
