Took the car to a reinspection station and it failed for 4 of the 7 monitors as not supported.
took it to the state inspection station and it failed for 6 of the 7 monitors as not supported.
bought a innova scanner and checked and all 7 monitors are ready, no DTC's.
cleaned socket contacts with DeoxIt and went back to state inspection and failed again same results.
in both cases before and after the last state inspection, the innova shows all 7 monitors ready.
what should my next move be?

Not sure what NJ’s protocols are, but did
you have your scanner at the inspection?
Might at least get them looking at their

they won't give me that kind of time and it would not change their result. I spoke with a specialist at the DMV today and he thinks there must be some item that the state computers are looking for before they will continue and whatever that item is, maybe the volvo dealer analyzers can find it. So, My next move is to get the dealer to do a full analysis. If that finds nothing, I can only try to get a bypass for the year. I guess I could put QQ plates on it and register it as historic.

I believe they are suppose to give you a pass on the Readiness. Refer To Appendix J.

Bear in mind this is not a "readiness" issue, the report is "unsupported". This suggests a communication issue.

You seem to be equating monitors with readiness when you say ready? Regardless, they should skip the monitors altogether and just look for codes.
I'm sure there are Referee Stations when the car fails too many times. Perhaps there you'll find someone who is not just a button pusher and list checker and have experience with the Appendix J. I know a few here and at least twice when I had to work with the Inspector on Appendix J so they would bypass that portion to pass the 98 S70 T5 I used to own.

i am calling the referee station today to see what they suggest. sounds like you got lucky finding people who wanted to help. That may be harder here. I suspect there is something wrong with the car or computer that is causing the state software to freeze. in other words, it is looking for something to show up that isn't. I am hoping that the dealer has the ability to analyze the computer more completely.

State DEP agent says that the transmission ECM is jumping ahead of the engine ECM.
He did acknowledge that the 7 monitors listed in my last posting are sufficient to pass.
But no one can explain why a simple scanner can see something the state computers cannot.
