How did this story end?
I had the same issue yesterday when I changed the oil on my Volvo S60 2.4.
Also, this round broken plastic piece came fallen out of the oil filter cap..
Since I didn't have a replacement oil filter cap I reinstalled the old one with a new oil filter in it.
The new oil filter popped into place without a problem and yesterday and today I drove the car for 250km's without any issues.
Also I don't believe the broken plastic piece belongs to the oil filter cap. I tried to reinstall the broken piece but it just fell out again.
I strongly suspect this broken plastic piece to be from an old oil filter. The broken piece strongly ressembles the black plastic frame that sits inside the oil filter Mahle OX 149D.
I will drive the car as it is and will change the oil filter cap at a next oil change.

No, he said someone else DID change the oil, just not him due to lack of proper wrench.

So I got the new cap and it definitely was a piece from inside the cap. I could have sworn I took a picture of them side by side when I replaced it but for the life of me I can’t find it.
I’m up to over 300,000 miles now, and still running strong.
I pitched the old cap in the trash and never looked back.
