So, I now have a nice arc of scraped windshield on the driver's side due to my wiper arm being torqued.
When this first happened a couple years ago, the dealer bent it back after I noticed that it started overshooting on the left side (it hadn't been that way when I got the car). Now it is bent so that the end of the arm attaching to the blade will scrape against the windshield.
Is this a known issue, or does someone just not like me (or Volvos)?
Neither time had I even touched the wiper arms prior to noticing issues.

What do you mean by torqued? Do you mean the arm retaining nut was torqued or over torqued? Where they removed for some reason requiring refitting?
Do you pull the wiper arms up off the windshield in the winter?
Volvolugnut could have a point that your wiper arm(s) have been vandalized or damaged by a carwash if it uses those large rotating brushes.
I don't know the quality of the parts Volvo supplies/uses these days. Maybe it is just a bad arm? What wiper blades do you use? If not OE are you sure you have the correct ones? I have had plenty of issues with aftermarket blades over the years. Sometimes I had to try different brands to find one that worked with a particular car I have returned several for poor performance.
