I have checked my version 2014A of Vida. It is a piece of garbage on this matter. It is vague at best. It talks about cam tensioner 'bolts'. However, if you read below what Haynes has to say on the matter, this may make more sense. That would suggest it is talking about the 2 hydraulic tensioner bolts to be torqued to 25Nm. If that is the case then it has no value set for any other of the parts in the other than the cam adjuster 10mm bolts at 20Nm. My older version of 2012B is exactly the same.
My 850 Haynes manual mentions the tensioner 'bolts' set to 25Nm. However, it does list the timing belt tensioner pulley for 1994- cars as 18 ft/lb (24.5Nm converted).
It has the same value for the hydraulic tensioner bolts at 18 ft/lb (24.5 Nm).
As the tensioner pulley has a Torx bolt I would go with no more than 25Nm as has been specified.

This is odd because according to my 850 Haynes manual the timing belt tensioner pulley should be 40 nm. Maybe this is for the older style tensioner, pre-1994? The manual doesn't specify.

This also says to tighten the screw to 39 +- 5 nm but this actually does seem to be for the pre-1994 tensioner
Also RobertDIY says in the description of his timing belt replacement tutorial video that the tensioner roller should be 30 ft Lbs.
Very confusing indeed. 25 nm does seem to be more logical to me, 40 nm feels wayy too much torque for a rather small bolt
The older version of bolt was larger. My versions of Haynes has -93 at 30 ft/lb. This translates to 40.6 Nm. That is the number your Haynes manual is showing.
