960 runs great needs starter fluid

960 runs great! only starts on starter fluid then will start unless sits overnight. No fuel pressure until cranked and then fuel pressure slowly rises to 40 but no start.

When was the fuel filter last changed? Fuel pressure should rise immediately when power turned on. What is fuel pressure at fuel rail?

What does fuel pressure do when engine has been run and switched off? if the fuel pump is not holding or if fuel pressure regulator not holding pressure, then what you lists happens. When it is shut off warm the heat in engine bay will vaporize fuel and empty lines. That will lead to longer pressurization when you crank it over. When it is cold the first few crank revs have longer injector pulses and that will let it purge quickly to get fuel. If the fuel pressure drops much in 20 minutes then it fails Volvo (and others) specs.

Thanks, the pressure tester fitting leaked so I have to test to see if pressure holds. I doubt it. I have a check valve but do not know where the old one is so I can't change it.

there is fuel at the rail but no spark

have fuel at the rail 40psi once started with fluid will restart after being driven, but after a few days sitting, won't start.

How does it run well without spark? How did you measure spark?
Does 960 have single coil or coil over plugs? If single coil, connect old style timing light induction clamp on the coil to distributor wire to see if coil is firing.
If no coil firing, check power and ground at the coil.
