What's the current thinking on reattaching the fender liner and mud flaps?
I'm considering 3d printing some smaller diameter xmas trees since the 1/4 inch ones are too wide and I don't have time to order (and I don't want to spend $) on the proper rivets.

There are copy rivets out there. I once bought a bunch I think it was from eEuroparts at a fraction of Volvo's prices.
I always recommend using the plastic coated ones and not the 100% aluminum ones having seen what those do to fenders if someone catches the mudflap on say a kerb. These rivets allow the mudflap to pull off over the rivet without bending the fender.

This is a really multipurpose use tool. I think Volvo rivets are terrible, wasteful, costly and overall poor design. You have the flexibility of removal with this besides potentially using it other areas of the car as in splash shield. Watch the videos.

Read my post above as to why this is a really bad idea!!
If you have to get going, use regular rivets maybe with a #8 washer under the head. Then order the correct ones and replace at the first opportunity.

I did see that and when I ripped a mud flap going I've a root the Volvo rubbers stayed in the fender and ripped through the mud flap so I'm figuring a screw of a similar head diameter will act the same. If the 8-32 ribbit fits the existing holes the head will be small.
