Hi
Trying to figure out a 1996 Volvo 850, manual transmission, that has no warning lights displaying. But it **failed** the state emissions because three sensors O2S, EVA, and CAT are "not-ready". I have a generic OBD-II reader, and have read several topics here, including those about using Bosch O2 sensors (although I am unsure what brand is on the car). I have run the car through the warm-up, 1500-2000 for 6 minutes, 70 second idle, 1800-2200 for 5 minutes, 60 second idle, 1800-2200 for 4 minutes, 60 second idle, cycle three full times and the sensors have not reset.
I'd sure appreciate any opinions on what the next logical step would be to get this wagon to pass.

Those are not sensors, they are monitors. A monitor is a program routine that may use multiple sensors and actuators to determine if a part of the emissions system is operating correctly.
Run the flywheel adaptation procedure, then the full drive cycle in tech-net note 25-19, then check the monitors again.
