XC70 rear passenger seat belt locks up when the seat is down...

XC70 rear passenger seat belt locks up when the seat is down...

This is on a 2007 Cross Country but I imagine it can't be the only model with this issue.
Short of always carrying a ratchet and a 13mm socket to undo the bottom of the seat belt, is there a fix for this?
Other threads I've read said simply to take it to the dealer but obviously I'm ot going to spends hundreds on an old car like this if there's a DIY answer to it...
It seems every time I approach this car another problems pops up...I'm way behind in even getting close to dealing with most of them...

curious , i went out and folded my seat down, the seat belt doesn't move.
i see theres a stop on the belt to prevent it from retracting beyond a certain point.
if that stop is missing....?

I there a way to check the seat belt assembly?
Besides the part of the belt that is out and fits over the passenger, the mechanism seems pretty much encased in the back of the seat. I started dismantling the top part of the back, which like most trim now, you need to know how otherwise you end up breaking numerous clips (which I did) but still didn't see anyway to access the mechanism...That's when I just undid the bolt that holds the seat belt down...
