Driving along on a smooth highway in a sunny evening and suddenly the wipers begin to operate. The column switch still controls the wiper speed (will increase decrease speed)) but will not turn them off.
The switch action feels normal and still precise.
I'm wondering if there is a relay that could have failed and where to look for it?
Any other suggestions?

Working from memory: Try to remove the two screws holding the cover of the steering column just forward of the wheel. Examine the wires connected to the wiper switch. There may be a short from a failing wire insulation causing wiper power to stay on.
The 1983 cars had many problems with bad wiring insulation.
