The 2006 S60 with 104K miles does not lock.
I can hear a faint noise when hitting the fuel door button (located just below HL switch),
but it remains in the "unlocked" position (which is good for now).
Can I assume the actuator is bad?

They can be easily removed, opened and re-greased. Like all actuators they have the cheap DC motor which also be replaced or repaired if you are in a hurry. I think I cut a piece of Romex and used the copper wire like the video.

Nvm,

I was checking fuel door on the driveway (car off).
Locked the car but fuel door does not lock (like other cars).
Then I remember this fuel door only locks when driving away with speed > 5-10 mph.
All is good now.
