Loosen the rear outer mounting bolt for the front seat(s). Loosen and remove the inner rear bolt. Slide the seat back and remove both front bolts. Now tilt the seat backwards and have a look under the middle of the seat base foam. The 2 wires for the seat heater run up into the center of the foam. With many years of use, the wires break up inside at the base of the foam and can short out. I don't think the seat base heater pads are available any longer. Removing the seat completely and taking the base cover off will often show burn marks where the heating wires have broken of shorted out.

You will likely find a similar issue on both seats, just the driver's seat the wires are shorting out.

Do all 850's have heated mirrors? My 96 doesn't heat the mirrors, and I've just assumed that it didn't get that option. Sure would have come in handy last night, as it was -5F driving home from work.

Most up here do. Can't be sure in US. You can check the wiring to the mirror or see if you can see leads running to the back of the mirror glass. They fail eventually. There are aftermarket options out there. They turn on with the rear defrost if you have them.
