Looking at cars at the Philly location....

Why would a car be limited to PA residents and dealers?

With CoPart some States do not allow purchases of cars from others so you must go through a broker in order to buy the CoPart car. There are additional Brokerage Fees on top of all the CoPart Fees. Some Brokers represent more than one auction house. Haven't figured why some cars are only for State Residents or Dealers. Even CoPart have those.

I've purchased 4 cars thus far from Capital and 3 cars from CoPart and maybe one or two were from a Broker.

I was thinking of getting something like this if we cannot get Matilda running. I would have a beautiful interior for it plus all the parts for a stick shift conversion

We have radically different definitions of "not too hateful." You should stop looking at that stuff on your phone. There is not one thing about the car that would cause any thoughtful person knowledgeable about P80s to bother bidding on it. Every single lamp in the cluster is lit up.
The car will not move under its own power far enough for the auction house to call it a 'runner'. There isn't one singe clean body panel on it, and the interior may or may not be salvageable.
The laser-like focus on this one auction house borders on obsessive compulsive disorder - a treatable medical issue.
