Is the solenoid wire the green one?

I've got power to the started and power to the solenoid when I turn the key to crank. Will replace the starter and report back.

Solved. It was the starter.

Check the quality of all main battery connections and cables. They can appear fine from the outside but be corroded inside. I'd actually try running jumper cables alongside the existing cables from battery to starter and ground, see if that fixes your issue. Then if need be try a different known good battery. If this isn't it either I would suspect the starter itself.
