It means that security/alarm system is triggered...armed and immobilised.
Use remote fob to deactivate it or a trick with locking and unlocking the doors with a key if you don't have a fob.

Also check battery cables and grounds.
Right. That is what I was thinking the immobilized. I don’t have a FOB for this vehicle. So any tips for this without a fob and key only?

Try to lock & unlock the doors 3 times from a driver's door lock.

If that doesn't reset alarm system, then you will have to bypass alarm relay.

Got the alarm to reset via door locking unlocking. It tools about a dozen attempts, but it worked.
Vehicle started. Now to get the heater core replaced and the car cleaned up.

Thank you for your help on this.
Anyone know someone who can program a fob? Dealerships wants 150 for one fob! Crazy kids!!

You only need to buy a proper fob...good used one.
You can program it yourself.
I think that procedure is here somewhere on MVS.

Round of applause to Misha for suggesting correct answer. Just for my education: i thought that immobilizer problem usually should be accompanied with a immobilizer(key) light on the dash. So older Volvo's dont have that light i guess and show the issue with flashing hazard lights?

Yes...but for cars with chipped keys.
U.S .market started in '99 while EU market cars had chipped keys from '96.

I’ll search that up again. The last time I tried it I was told it had to be done at the dealership.

Yes...you're right...for all 70 series cars it's a dealer job.
If you have a good locksmith in your area...try with them.

There’s a lot of confusion on gobs/keys because EU!= NA market

For our side of Atlantic fobs are programmed:

-1997 fobs programmed by customer
1998 fobs at dealer with PIN OR WITH good reader
1999-on full blown Vida subscription with connection to Volvo server and car
Empty Nester
A Captain in a Sea of Estrogen
1999-V70-T5M56 2005-V70-M56 1999-S70 VW T4 XC90-in-Red
