Engine is cranking but cranking is weak.
Not enough power to start the engine.
I would say that battery is almost flat since odometer & trip readout is blank(------).

'99 & '00 needs a healthy battery voltage to start and run since they have DIS(distributorless) system.
11.9v is flat battery.

Try to jump start it or put a good battery.
When we rule that out...then you need to inspect battery cables for voltage drop.

You should have total mileage displayed in upper row and 0.0 in lower row if it's because of bad abs module...since mileage is stored in the cluster not abs module.
You can power up the cluster on the bench and it will always display total mileage stored in the cluster.
Total mileage folows the cluster...not the car.

I agree with what misha is saying here. The 99 and 00 need more power and will have a no crank no start issue.

A bad (low capacity battery) can cause this issue too. Had this happen when my battery dropped to 50% capacity over time. The car refused to crank/start but would have enough power to show the display.

The problem is, the battery is new from store (it's been on the car for at least 4 or 5 months)

That doesn't matter....the battery shows voltage of 11.9v.That is flat battery.
Full battery must read 12.7-12.8v.
12.2v is 50% charge.

If the electrical charging system is not right, the battery will lost charge (go flat) over time. Even as few months old battery will lose charge unless charged by the alternator system.

Have the battery professionally tested. It sounds like the battery has a bad cell in it. Once replaced/recharged, have the charging system checked for efficiency. Old battery leads with bad resistance or corroded/loose/broken grounds are also an issue to check.

If the battery continues to drain, check for a parasitic drain (something not switching off when you remove the key and lock the car).
