Volvo dealer is saying my starter motor has failed and they want $1300 to replace. Why is it so much? I can get a new starter on Rock auto for $77-$130 and I found this video that makes it look pretty straight forward. Anything to watch out for?

Depends on your engine labor time can be different. Volvo dealer will use oem or oem remanufactured starter unit. Lets imagine the price of the starter from dealer is 500-650 plus 2-3 hours of labor(at about $200 per hour) and you are close to the quoted price.
Buy your parts from FCP euro and have lifetime warranty. If possible buy new and not remanufactured unit. If you are doing it by yourself you will save a lot of money, so better buy quality parts.
P.S. Always start with disconnecting your car battery.

Thanks! I had it towed to my house and am going to tackle it myself.

Be sure to disconnect the battery prior to working on the starter positive cable. Also inspect the starter cable terminal end to be sure the insulation is intact and cannot come into contact with the solenoid case where the cable and terminal bend around it. There should be a rubber boot that will cover the the positive terminal on the starter terminal.
