I recently bought a third row, rear facing seat assembly for my 2000 V70 P80, as I go to finally begin installing the seat into the trunk of my Volvo, I find that the seatbelt assemblies can retract, but are locked when I try and pull them all the way out.
I have been fiddling with them for a while now but I cant seem to find anyway to get them to come out. There are not many resources online. Anyone know any secret to get them to come out?
Pictures attached below (I removed the return spring panel hoping I could find something there)

I have messed with a couple of old seat belt retracters. It seems they have to be positioned in the same as installed position for the release to work. They also seem to collect enough dirt over years without use that they lock. But, I don't think you want to just blast them with lots of oil.
Maybe some soapy water and then blow dry?
