Hi,
Volvo XC60 2010 D3 2.0
I have a problem with the horn—it keeps honking continuously. I checked the fuse—it’s fine. I can’t find the relay; maybe this model year didn’t have one?
When I disconnected the horn, there was 12V on one pin of the connector and 0V on the other. Should it be like that?

If your horn is continously working- your fuse is for sure is good. Given 2010, I think horn will likely be controlled by BSM(no old fashioned button- fuse- relay- horn set up). The easiest step next step is to find a capable scanner(since it is 2010 many aftermarket scanners will be able to read this car) and see what input the car is seeing from the horn steering. You will be able to see if the bsm/ecm is seeing that horn is engaged when you are not pressing on the "horn". If it says it is "on" without you pressing it, try to disconnect connector to the clocks spring (somewhere close to steering wheel) and see if the input persist or gone(or horn stopped beeping". )if it stopped- problem is in the steering wheel contact or clockspring. If it still shows "on" you need to look "downstreem" and see if wires possibly shorted to ground between bcm and steering. Then you will absolutely need a proper diagram to break the system into component and test at connectors.

The OBD shows error CEM-81C5513 – damage horn relay – open circuit. But I cant find relay. It is possible relay is stuck on open position?
I am attaching a diagram, but the relay is not physically there.
