You don't say if that's city, highway or combined. For city, that's probably about right for your car. Improvements: high grade of gas, a good tune-up and less right foot.

There are many ways to increase mileage... less weight in the car, increase tire pressure, coasting, optimum acceleration (slower is not always better), etc.

I suggest visiting ecomodder.com for some ideas. They're fanatics about getting the best mileage out of any car.
2011 XC70 T6 - current
2017 Alfa Romeo Giulia Q2 - Totaled in 2022. Not my fault.
2011 XC60 - sold
2000 V70XC - given to a friend, wish I still had it.

My 1998 S70 T5 says it gets 12.7 L/100km = 18.5 miles/US-Gal
That's 70% city and a certain percent of lead-footed driving.

My wife gets anywhere from 22 to 28 mpg depending on how much highway driving she does.

That's about right for combined driving with a lot of stop and go.
You should get 22-24 HIGHWAY at a steady 60 mph
