I recently purchased one from the first eBay seller PN 39802015. The rubber piece is shaped hard plastic molded one piece with the panel. Perhaps it's stronger but not sure if it will scuff the seat belt overtime as I haven't installed it yet. The color is not exact as I didn't pull the broken piece for both the XC90 and S60 to check the PN. The second link is for a black cover and if the coupon is applied during check out it's $20.65.

Can you sand the edge of the seatbelt slot to remove any rough surface? Another option would be to use some of the 'U' shaped plastic that is used to save door or panel edges from chipping and fit it between the panel and the seat belt.

Since you asked I had to take a closer look . It's super smooth so you can push down with your finger or thumb as hard you like and it glides across. Sanding regardless of grit will definitely damage the smooth plastic surface. The thickness gives roundness to the edge and makes it strong also. If the plastic has good formulation it shouldn't snap easily.
