Can a dealer look up a VIN to verify rings / pistons replacement?

You see a nice looking V60 in the 2015 era. 5 cyl AWD. 100k miles or so, looks tidy. Can you determine if it's had the rings and pistons recall?

Carfax is option 1. Option 2(better) go to dealer and ask for help with this question.
Volvo was not replacing all pistons. First you had to go in and report issue, then they would verify the complaint by sealing the hood and asking you to drive like 1k and cone back. If the level was significantly low- then they would say-ok, we will do it.
