09 S80 Blower Motor question

Hi all, a coworker of mine recently bought a 2009 S80 T6. He got a good deal on it because the seller listed it as having problems with the HVAC blower. Supposedly he had already replaced the blower motor and resistor. What I've found is that I can hear the blower motor speeding up and slowing down when I turn the fan speed knob up and down, but when I turn the fan speed all the way up I can only barely feel air coming out of the vents. Is this normal operation? Or is there still an issue with the HVAC blower and/or resistor? Or maybe something else? Volvo VIDA turned up no codes related to HVAC.

I did that job twice( because I did the blower first then found I needed a new resistor. Worked great for me but I did notice that if I cranked all the way up it would have issue but if I backed off from the very end maybe a 16th or 14 inch it worked fine. Just a thought.
