Throttle won't return to idle

Greetings all.
This is a 1996 Volvo 850 that won't return to idle once the accelerator is depressed. I've cleaned the throttle body and made sure the plate is unobstructed and moving freely.
The throttle wheel moves freely to open throttle, but does not close when foot off pedal. I can manually roll the wheel closed without much effort.
So, a real novice question: Is there some sort of throttle return spring or coil that might have failed and left the car? If so and someone thinks that might be the problem, a photo or diagram of same would be appreciated.

The throttle cable spindle wheel has a spring in it...I suspect that is bad. You can try silicone spray on that wheel but if the spring is bad, your problems will persist. Do you have a junk yard near you? All of these are the same from '93 through '98 70 series Volvo's.

Check and clean the IAC valve and its lines as well.
