Yep....the dealer won't offer you a poly bushing because they don't have any. They want the expensive rubber one that they offer to keep going out so they can keep selling you another one.
If you've already tried to use this bushing Volvo's not going to take it back...I would just use it. If you're concerned of the slop between the inside of the bushing and the bolt, just fill it with RTV or find a "sleeve" to use with it...it will eventually fail again but you won't have the vibrations like you do with poly and it will probably last you at least 50K miles- maybe longer.

I have a 850 T5 '94 with auto tranmission and have noticed of late a vibration on the car which travels through the car if this makes sense. The top engine mount is split ( above gearbox ) do these cause that much of a vibration, or is it just possibly all the mounts need changing at 178k. At the slower speed I get a shimmy on the wheel also may not be related though sorry.

178K and you haven't changed your mounts yet? My top one was bad before 90K miles and the others were changed around 120K. If it's split, yes, your engine rocks back and forth and causes more pressure on the other ones and you feel vibrations- certain, your lower speed issues could be (no, they probably are) related.

I dont know the history on this car as I have only had it 4 weeks. I will change the top mount and access afterwards again.

I think that's an excellent idea. :D The mount under the front of the car is easy to change (15 minutes) but the one under the timing belt is a bit more difficult and hard to see without pulling the wheel off, jacking that side of the car up and pulling up the plastic wheel liner. Check them all out when you get a chance.
