1994 940 Key Problem - - - HELP!!!

Here's a tough one.

I have a customer who bought a used 940, year 1994.

He lost his key, and applied to me to have a new one cut and sent to him. Not a big deal, I deal with it all of the time. However, upon looking up his VIN#, I find that his car is not originally from the US. It was imported from Sweden at around the 70,000 mile mark (first records carfax has of the car, so best guess).

Unfortunately, Volvo North America will not cut or sell keys for vehicles that did not originate in our market, so my hands are tied.

I was just wondering if any of you had dealt with a similar situation, and if you had any advice I could give this guy on obtaining his key. As of right now, his car is sitting, and he is a sad panda. I do have his key code, but it does me no good.
