1995 850 fuel gauge problem

I have an ongoing problem with the gas gauge not reading correctly. When I fill the tank, the gauge doesn't read full until the 3rd or 4th time I start and drive it. Once the gauge gets down to 6 gallons, it doesn't move past that point. Is there a sending unit that could be causing this, or is it more likely the gauge itself?

Chances are it is the sender but you can test the instrument cluster through port A-7. Download the manual that is pinned at the top of the page and see the file named instrument panel.pdf for instructions on the self test after you unzip it.
