'95 940 turbo A/C airflow comes on and off

while running the a/c normally it will just stop blowing air and (most of the time) you can make it start blowing again by turning the air speed dial off and then back on. what's up with that?

Maybe the switch is getting dirty. Try running it all the way up and down a few times and see if that makes any difference.
