XC 98 Catalytic Converter Heat Shield

I have searched and found only one possible solution to the heat shield coming off of the catalytic converter (due to the holes for the plastic nut/washer becoming to big). The solution was to use larger fender/bumper washers and some silicone.

Has anyone tried this or something different? I do not want to buy a new one just yet.
