Crank no start after changing out PCV and starter

Consider the possibility that it is not related to the work you did and is a coincidence. Anything super easy to check like fuel pump relay, fuses etc. Look at.

The wiring and connector on these cars gets crumbly until the 1999 model year. Inspect each connector you touched for broken plastic

Took off the intake again and checked all connections and starter. Everything looked as it was prior to removing. Double checked vacuum lines and connectors. Pulled plugs, which smelled like raw fuel from trying to crank so much, dried them off, put a small amount of oil in the cylinders, and tried to start. Small amount of white smoke came out of the exhaust (I'm assuming from the oil) but car did not start. I pulled the cap and found condensation inside, dried off and put back on, still no start. Could a cap and rotor be bad even if I am getting spark when utilizing a spark plug tester? (the test light one that connects between spark plug and ignition coil wires.

Did you unplug the ECT sensor for any reason? Maybe tug on the connector a bit much and dislodge one of the terminals in the connector.

You have spark and it's dumping fuel. Could be it thinks it's -40* when it's not. That can cause the issues you're having.
