without starting, just key on to prime the rail, read fuel pressure and read it again after 10 minutes, should only drop a bit.
should prime to 50 psi and drop a bit after starting the engine.

That’s a bit weak Alan, that fuel pressure
Kerp thst pressure sensor handy in car. When my 2005 fuel pressure sensor died, it was complete loss of power for a few seconds , then came back. It did code for it. My PEM failure on the same car did not code
