Ultimately the pads separated from the shoes on the parking brakes. I am not sure if that was the exact issue that prevented the car from backing up, but it was the only thing that they could find. I had the shoes replaced and a rear brake job done. Thanks for the help on this.

You forgot a step in the middle. The little hole/brackets on the rear dust shields completely rotting away and you need to install new dust shields. Remove the caliper and hang from a coathanger.

Get the new shoes in place, its easy, just need to wipe the blood up from the shoe.

Tightened the Ebrake cable at the lever, and....the cable adjuster broke.
Ordered new cables and adjuster. around $140 , I forget. Old cables were stretched out.
Still no bite on the new shoes, removed and compared to the original volvo shoes, very slight difference, I cleaned the paint off the shoe backplate slots with a file to make it fit the H spacer bar a bit easier, now it works better.
Sprayed the shoes and brake disk surface with brake kleen, installed wheel and set parking brake loose, drove it 100 yards to mate the surfaces.
Yours should go easier.
Took me over a week, thats why the mechanics make the money.

Also don't forget to put a thin coating of anti-seize on the hub where the aluminium touches so the wheel is easy to remove next time.
I did a rear parking brake pads, spring hardware, disks, and hydraulic brake pads replacement on the 2001 Blue V70 a couple weekends ago and then found that one of the two parking brake cables was sticking. One cable was bad and the other was fine. I could only see that pulling on the lever wouldn't lock the tire with the sticking cable. The cable still moved a little but it wouldn't expand the pads fully and it wouldn't retract completely. I replaced the bad cable and the system worked so well that I can now skid the rear tires by pulling on the lever firmly. The VIDA instructions are good for replacing the cable. Tie a rope onto the old cable before removing it so you can pull the replacement cable into position without having to remove the rear carpet.
