1999 NA will not have VVT so cam seals do not require either removing cam cover or locking cams.
That makes that price absolutely crazy, should be well under $1000 all in.

Again, thanks for the insights. This confirms what I thought - this job should not be as costly as quoted. We have taken the car back and will figure out how to get this done more cost effectively.
Yes, this 99 does not have VVT. The picture below is from the second TB change I did 50k miles ago.
