You may want to investigate for a bad tone ring on the front axles. They are known to split and could cause this problem. I replaced one last fall and the cruise control came back.

I once had a cruise not work do to bad ABS sensor, which was acting up so everything else seemed like it was working but the cruise control, diagnosed it by unplugging it one at a time to see what changes happen
