Mine does the same thing about once a week. So far I've kept it at Bay by smacking the top of the dash 3 or 4 times. After doing this the speedo works and the service light comes on for it's 2min then turns off like it's supposed to. I don't know the relevance of the service light but it might help you track the cluster issue, no other issues in my cluster except pulling the srs bulb. Sometimes the arrow keeps flashing, most of the time it goes out.
I know this isn't the recommended fix but it's been keeping the car on the road a little longer.
I'm proud of my mileage otherwise I would have changed the whole cluster by now lol
1995 Volvo 960 speedometer signal missing
On this same car, 1995 Volvo, 960 sedan I had that same problem, on the side of the transmission, there is a square box, I changed that and the car started working. Then I went to have the smog certified, then it started having issues, that's when I found out the speed sensor in the "Diff" needs to be changed.
I am still learning about this car, I have been Racing a P-1800e that I built, nothing on this car gives me feed back. I sold my 1988 740 sedan, It sold two days after I put it on eBay. It looks like people want cars with a Stick transmission. I am going to install the "T- Mustang Transmission in my 960 Volvo, It is a 5 speed and very strong. I ran that same transmission in my P-1800e.
